The Maze: OpenAI has published the operating manual for ChatGPT Ads. The format looks modest: one sponsored unit below a relevant conversation. The machinery underneath is more consequential. Conversational intent feeds an auction, advertisers pay for impressions or clicks, and conversion tools connect the click to a purchase or lead. ChatGPT is becoming a media channel at the point where users compare options and make decisions. Brands gain a new route into discovery. OpenAI owns the delivery logic and measurement rules.

  • The conversation replaces the search query as the intent signal. Ads sit below the organic answer. Delivery considers the current conversation, landing page, copy and advertiser-supplied context hints. Those hints describe useful topics or situations; they are not exact-match keywords and cannot guarantee placement in a particular chat. Media teams must map products to needs and decision moments, not merely build keyword lists.

  • This is now a recognizable auction, not a small sponsorship test. Brands can buy Reach campaigns per thousand impressions or Clicks campaigns per valid click. OpenAI suggests an initial $3-$5 maximum cost per click. A relevance-weighted second-price auction selects eligible ads, so the largest bid alone does not determine delivery. The company has also added partners and a beta self-serve Ads Manager where businesses can set budgets, bids and pacing, upload creative and monitor results.

  • Creative volume becomes part of targeting. OpenAI recommends several distinct headlines and descriptions per offer so the system can match more conversational contexts. Copy must remain specific, useful and closely connected to the landing page. ChatGPT Ads combines search-style intent with social-style creative testing, but advertisers cannot inspect individual chats as search terms. Reporting exposes impressions, clicks, spend, click-through rate and average prices—not the conversations behind delivery.

  • Measurement looks familiar, but the trust boundary is unusually important. The beta stack supports static UTM parameters, an OpenAI Pixel and a server-side Conversions API. An oppref click reference can travel from ad to landing page and conversion event; matching browser and server event IDs prevent duplication. Consent, browsers and attribution windows can still make Ads Manager disagree with merchant analytics. The pilot now spans the US and named markets across Europe, the Americas and APAC. OpenAI says advertisers cannot influence answers or receive chats, memories or personal details. That separation is the contract that lets the platform monetize attention without making every recommendation look rented.

Why it matters: Search advertising monetized the query. Retail media monetized the digital shelf. ChatGPT Ads is trying to monetize the conversation between them, while the customer is still defining the problem. Brands gain earlier access to demand; OpenAI gains a new control point over discovery. Operators should build context-led creative, preserve the click reference and reconcile conversion data before shifting serious budget. The next media fight is not only who wins the click. It is who interprets intent before the click exists.
